The promotion of natural refrigerants

The German government is promoting sustainable technologies to meet climate protection targets. As part of this, there is also funding for refrigeration and air conditioning technology. With the revision of this Refrigeration and Air Conditioning Directive on 27 August 2020, in which the promotion of refrigeration and air conditioning systems with non-halogenated refrigerants in stationary and vehicle applications is anchored, cold air refrigeration technology for low-temperature applications has also been added.

Prerequisite and procedure

The funding can only be applied for if the order has not yet been placed. The project may only be started once the grant notification has been received. This cancels all existing installations that have already been commissioned. The guideline only applies to new systems with sustainable refrigeration technology.

The process is as follows:

1) Submit application and documents

2) Receive the grant notification

3) Implement the project, Provide proof of use (Attention: There is a special requirement for the system here! See necessary documents for the proof of utilisation)

4) Payment

The steps for obtaining the grant notification and providing proof of utilisation are explained below for cold air cooling technology

Receipt of the grant notification

First of all, the application for funding must be submitted to BAFA. It is advantageous if the following documents are available for upload so that the application is complete and subsequent uploading is not necessary:

- Organisational chart of the applicant's group of companies (for affiliated companies)

- Signed de minimis aid declaration

- Grant notifications or funding commitments from other funding providers (if available)

- Calculation of cooling capacity

- Functional diagram / flow chart

- If the required documents are available, the application can be started on the website.

At the beginning, general data on the applicant and the project is requested. A WZ 2008 code is required for the economic classification. For our customers and partners from the pharmaceutical industry, we have determined the required WZ 2008 code in advance. The WZ 2008 code "2110" applies to companies that manufacture pharmaceutical raw materials. For manufacturers of pharmaceutical specialities and other pharmaceutical products, "2120" applies.

For stationary refrigeration and air conditioning systems, the corresponding item should be selected under "Stationary refrigeration and air conditioning systems / vehicle air conditioning systems". Further sub-items then open. For the type of system, "Commercial refrigeration systems TK (direct evaporation)" must be selected for cold air refrigeration technology. In the table that now appears, it is necessary to enter the refrigeration and electrical output. In addition, the refrigerants that correspond to the designation R_729 for air should be selected. 

After submitting the application, all necessary documents and the "Confirmation of truthful information" form with original signature can be uploaded via the upload portal. Only when the documents are complete will the applications be processed by BAFA.

This completes the application process. It should be noted that no rejections are sent, but only grant notifications are issued in the event of funding. This contains the amount of funding, deadlines and certain funding conditions. Once the grant notification has been received, the order can be placed and the project can begin.

Providing proof of utilisation

The proof of utilisation is provided after completion of the project within the deadline (deadlines, see bafa.de under "Deadlines"). This must be submitted via the proof of utilisation portal, which will be available on the BAFA website from April 2021. Data on the technical parameters of the installed refrigeration/air conditioning system and components are requested. These must be confirmed by the relevant specialist company (= refrigeration system manufacturer). A declaration is automatically generated by the proof of utilisation portal. The specialised contractor must confirm compliance with the efficiency measures or the installation of the energy efficiency components as well as the calculation of the cooling capacity and the refrigerant. The declaration should also be signed and stamped. It can then be uploaded via the upload portal.



Other documents required for the proof of use must also be uploaded:
- Supply and service contract
- Completed maintenance contract
- Invoices for the refrigeration system components and systems
- Piping and instrument flow diagram of the system


Proof of the installation of an electrical energy meter with details of the date of commissioning (only for compression refrigeration/air conditioning systems with an electrical compressor capacity of 5 kW or more, can also be read out remotely from 15 kW electrical compressor capacity).

Payment is only made after verification of the proof of utilisation without further notification, provided that all necessary documents are available.

After receiving the subsidy, certain operating data of the system must be transmitted to BAFA annually for monitoring purposes over the following five years from commissioning. If this is only partially fulfilled or not fulfilled at all, BAFA can reclaim the subsidy.
